The art of public speaking is one that ; has been sadly neglected, qfnd' nothing is more painful at public functions- than tho efforts', of some people who are called upon to niakje a speech or to propose a toa^ft. Lodges and debating societies have done wonders to help and improve their members in this respect, and anything which tends to promote public speaking should be ■•■encouraged. '
