LONDON, April 28. The Times, commenting on the Pacific naval question, says that from the Admiralty s viewpoint the change in the 1908 agreement is doubtless completely demonstrable. The strain of the armaments competition has been touch greater since then, and "the development of the Dominions' navies makes considerable demands on the manning resources of the navy. The Dominions are unable a<t present to man them. The abstract proposition that their safety depends on Britain's strength in the Nort/hi Sea is an unpalatable consolation, contrasted with a battleship stationed in their own waters.
