BERLIN, June 15. The 25th anniversary of the Kaiser's accession is being celebrated throughout Germany to-day by lavish decorations, fetes, and inscriptions of famous utterings, including: "Our future lies on the water."

The Germans in England raised £37,----000, which the Kaiser is devoting to aged and infirm Germans in Britain. During the commemoration ceremony in the Reichstag the President described! the Kaiser as the "Prince of Peace," and added: "We will draw our swords only to defend the German people's means of existence."
