(Received Aue. 19, 8.40 a.m.) . ; WASHINGTON, Aug. 18. Mr Taffc privately declares that the free tolls provisions of the Panama Canal Bill might prove a serious embarrassment. He is not sure whether he will sign the measure in its present shape. He fayors an amendment permitting foreigners to test the provisions by suits in American courts. . ; It is too late to attach such an amendment to the Bill.
