UNEXPECTED OPPOSITION.

THE BILL HELD UP,

(Received Aug. 18, 5.5 p.m.) WASHINGTON, Aug 17. Unexpected opposition developed in the House of Representatives to the Panama Canal Bill. 3VIr Moore led the attack, charging the conferees with adding unauthorised matter to the BUI, namely, the provision allowing the^ free entry of shipbuilding materials into the United States. He urged that the conferees bad no^power to add the item, as it was not sanctioned by either House. The House adjourned without a decision.

The supporters of the compromise are chagrined. They fully expected the measure approved by the confer<ence of the two Houses would' pass with little further opposition.
