'IF PEACE IS TO PREVAIL."

A notable speech was made by the President of the New Austrian Parliament, Dr. Sylvester, at a'Salzburg banquet, organised in his honor, in which, he entered unexpectedly upon international politics, and for some- unknown reason attacked England's naval authority with some -bitterness. Dr. Sylvester desired, ho said, to see harmony among the • Mediterranean Powers, for the purpose of opposing England. The Mediterranean belongs to those who dwell upon her coasts. This should especially be observed by tjiat Povv-er whose hands meddle everywhere in the world's affairs,- and who desires to repress Germanism. This ■wo cannot allow, and we will go hand-in-hand with the Italians and T>he French. We also wish to be recognised as a Power bordering upon the Mediterranean. If peace is to prevail among.the Mediterranean Powers, these Powers must unite . inopposing the Power, England, whose pretensions are übiquitous.
