NEW YORK, March 14\ Mr Roosevelt, at Dallas, Texas, declared th«T"fallure to fortify the Panama, Canal was criminal; folly. The only existing treaties wero those between Great Britain and Panama. Other nations were free to destroy the -Canal in war time.
