In the House, of Commons Mr J. Swift Macneill pointed out that Lord Lansdowne's reform proposals would be unable ,to pass unless the Crown waived its prerogative prior to the discussion, since the abolition ot the Peers' right to a seat in the House of Lords would curtail the Royal prerogative. .
