LONDON COSTER'S FUTURE.

In it* General Powers Bill the City Corporation is proposing that the Commisioner of City Police shall prepare a register of street hawkers, costers, and itinerant vendors quali* lied, to trade within the city streets. Any person who has regularly carried on the business for three years, o'* longer, before January Ist, mustgiv** notice to the Commissioner of Police of hu claim to bo entered on the register- In tbo case of any dispute an appeal may be made to the General .Purposes Committee of the Court >f Alder mail, who will determine the question re hether the name of the applicant; shall be placed' on the register. To each trader (says the City Press) will be issued a certificate and a badge, 'with a distinctive number— the latte'- to be worn conspicuously. Th© certificate must be produced when required by any alderman or officer or constable of the City Police Force. Precautions are taken against holders of certificates and badges transferring them to unauthorised persons. No person whose name is not for th-} time being entered on the register will be allowed to carry on the business of street trading within any street in- the city. Another important clause ie that no sh-eet trader will be permitted to use any barrow or other vehicle which exceeds nine feet in length, or thres feet in width. No part of the barrow must project, as regards width, beyond the wheel. Any person contravening the provision of this section y/ill be liable to a penalty not excelling £5 for every such offence, with adaily penalty of 20s for each day during v.hieh the offence is continued. Any police constable will have power to take an offender into custody without warrant if his name and address are unknown and cannot be ascertained.
