PRIME MINISTER IN REPLY.
PROPOSALS TO STAND. CHRISTcSuRCH, Nov. 13. In reply to the protest of merchants against the primage duty and the suggested substitution of a duty on sugar, tea, or other articles, the Prime Minister has replied that the Government did not intend 'to levy a tax on anything now free, and ho'could not seeuhis way to alter the proposals.
