SERIOUS, ISSUES. [press association.] OTTAWA, May 18. , The. Canadian Parliament is discussing Senator Smith's rider attached at the last moment to the Ottoway, Treaty affecting St. Mary's River. Despite the recommendations of Mr Roosevelt, President ,Taft, and Mr Knox, Secretary, of State, to modify, the terms of the treaty, Mr Smith refused to do so. The United States Senate1 ratified the treaty without ob- ' taining any indications of Canada's approval, or the approval of the British Ambassador at Washington. j Sir Wilfrid Laurier remarked that the river treaty altered the. situation, and involved serious issues, requiring careful investigation before -the Government could ask the Royal, assent tothe treaty. , . r
