RETURNING OFFICER'S EVI-

HAMILTON, May 11. 3lr Earl finished his address this morning. Wm. Henry Grace, returning officer, gave evidence to the effect^that about November 17 to 21 he started sending out voting papers, doing so up to the day 'of the election on December 2. Copies of instructions from the Gazette and paragraph 4 of the Act were sent to every officer. He followed instructions as nearly as he could, though hot exactly. He opened the booth and announced that the electors must come in one by one. He did not send a copy of the writ to deputies. The tables for scrutineers were placed some, distance from the officer's. He did this according to instructions, .so that no native could be influenced by anybody.
