TEHERAN, May 10
The Shah has re-promulgated the previous constitutional laws, granted a political amnesty and instructed Royalist commanders to disband the troops. This decision was due to the representations of Russia and Britain, and to the Shah's fears for his personal safety after the capture of Kaziern.
Saaded Dowleh is forming a Cabinet, with Nassiared Mulk, now a refugee in Europe, as Premier. Saaded Dowleh will eventually become Foreign Minister. The Cabinet is of Liberal tendencies, but weak.
Several members of the Nationalist League declare that the proclamation of a Constitution will not affect Nationalist plans. They are preparing to advance on Teheran.
Revolutionaries at Kaziern are daily gaining in strength, and are .moving towards Teheran.
