LONDON, Sept. 11. Reuter reports that Count Katsura, formerly Prime Minister of Japan., addressing the Bankers' Club at Tokio, outlined Japan's policy as one of rigid economy. The policy was now fixed, and would place the. world's hope of peace on a surer foundation.
