Mr Thomas Rosby, a Sydney barrister, has been appointed the British Judge on the Joint Court to be established in the New Hebrides under the Franco-British Convention. CARGO DAMAGED. SYDNEY, Sept. 10. While the steamer Briez Izel, which lis en route to New Zealand, was filling her water-tank it overflowed, and a large quantity of water found, its way into No. 2 hold, doing much damage to New Zealand cargo. ! WATER SUPPLY. MELBOURNE, Sept. 9. In the Assembly yesterday Mr Elmslie gave notice of a motion censuring the action of the Minister for Water I Supply in dealing with tenders for contracts in connection with the Water Supply Department. The battleship Kansas has sailed •for Albany. It is stated that when .the vessel left there were still a hundred American sailors missing.
