• The Governor of North Carolina refuses to obey the ruling of the Federal Circuit Court declaring the State law on railway rates unconstitutional. He rejects all compromise until the.railway companies comply with the law.
A serious conflict between the State and the Federal authorities is feared, involving even the use of Federal troops to enforce the Court's orders., The press widely .condemns the Governor's action.
