WITH BRITAIN

LONDON, March 23
Reuter reports that M. Stolypin told the Powers that Jie was determined to co-operate with tho Duma to secure peace. This led to the resumption of negotiations with Britain, which were interrupted in October.
The reactionaries, who form the majority in the Council of the Empire,are 'organising systematic opposition to the Government.
