A debate lasting the whole evening took place on the Imprest Supply Bill. A strong attack was made on the Government by Messrs Fisher, Bedford, Laurenson and Taylor for what was characterised as a "misuse of the Telegraphic Department" by Ministers and their families by what is known as the " memo " system. July 29, In the course of a further lengthy debate on the Imprest Snpply Bill, Mr Seddon and Sir J. Ward denied that improper use had been made of the Telegraph Department by the Ministers, and said there was no necessity to set up a committee of enquiry. After a lengthy debate the Bill passed the final stages. The House rose at 4.50 a.m.
