Well-informed Washington advices state that Japan is likely to demand the neutralisation of Vladivostock, offering in return not to fortify Port Arthur.
Diplomatists declare that Baron Komura stipulated, before accepting the peace mission, the raising of a new Japanese loan with a view to the continuance of the war in the event of negotiations failing, the occupation of Saghalien, an advance against Vladivostock, and the striking of a decisive blow in Manchuria.
The first three stipulations have been fulfilled.
Advices from the front indicate the imminence of a general engagement in Manchuria.
