RUSSIAN CONFERENCE AT PORT
ARTHUR

The Russian conference which is at present holding a secret sitting at Port Arthur includes (ho Governor of Vladivostok, tho Russian agents in Korea, railway and steamship officials, nud a group of St. Petersburg financiers. The chief question under discussion is the consolidation ot Russia's possessions in tli9 Far East nnder the control of a Governor-General. A Russian mining and lumber company, which i» practically a Government institution, and which controls tho timber concessions on the Yalu river, ia introducing tramways and electric lighting at Newehwang, Muk- , den, and Harbia. Thirty thousand troops are now at Port Arthur, and sixteen thousand more ate expected.
