Negotiations are proceeding between France and Britain respecting Morocco.
A notable articlo in the Despecbe Coloniale, tho organ of the French Colonial Party, declares that if the parauiountcy of France over Morocco is realised, she is prepared to neutralise the entire African Coast of the Strait of Gibraltar, except Ceuta, and also to make concessions in regard to
Egypt.
[The fortress of Ceuta belongs to Spain.]
