The recent speeches made by General Andre (Minister of War) and M. Pelletan (Minister of Marine) have profoundly irritated Russian governing circles. New York, September 29. The strike of miners in Pennsyl vania continues. It has created'almost a panic in New York and Boston, where a coal famine is theatened. St. Petersburg, September 29. The Grand Duke Nicholas of Russia, Prince Ferdinand of Bulgaria and General Ignofciff participated *in the celebrations in connection with the completion of the memorial church at Shi pica Pass. The Metropolitan of Starazogora took a leading part in the consecration on an equality with the Russian clergy, the independence of the Bulgarian Church foeing thus recognised, contrary to the Greek Patriarch's decision of 1872.
