General Velutini, a National delegate, arrested the manager and employees of the French Cable Company ab Carupano, Venezula. The French consular agent intervened, and was also arrested.
The cable has been cut, ibis believed by the Venezuelan gunboat Restaurador.
The French cruiser Tage is expected at Porto.
