4 , THE CABLE RATES. DANGEROUS PRISONERS. [united phess association.] Sydney, October 15. Replying to a question as to whether the Government would communicate with the New Zealand Government with a view to effecting a reduction m cable rates, Sir Henry Parkes said no reduction could be looked for, unless the colonies agreed to renew the subsidy which New Zealand m 1886 refused to do. Melbourne, October 15. Dangerous feelings prevail m Pentridge prison owing to the institution of the separate cell treatment. Some of the prisoners were discovered utilising gas piping as a mean 3 of communication and were overheard hatching a plot to murder a warder. In consequence of this discovery precautions have been taken by the gaol officials.
