THE FLOODS IN AMERICA AND CANADA. TERRIBLE LOSS OF STOCK. London, February 24. Mrs Gladstone, wife of the Premier, attended the reception held by the Queen at Buckingham Palace to-day. The subject of the International Exhibition of 1883 has been brought beforo Congress, and it has been resolved that an official invitation on behalf of the United States should be sent to all foreign countries desiring to co-operate. February 28. The Dumfrieshire estate of the late Thomas Carlyle is shown to have been bequeathed to the Edinburgh Faculty of Arts. At a state banquet given at Windsor House on the marriage of the Prince William of Germany to the Princess Victor, botli Gladstone and Lord Beucousfield were present. A grand celebration has been given at Paris m commemoration of the eightieth anniversary of Victor Hugo's birthday. All the great writers popular amongst the Parisians were present, and it is estimated that over 300,000 people took part m the rejoicings on the occasion. In the United States and Canada the weather has been unusually severe, and, owing to the fierceness' of the storm, floods have caused enormous destruction of property.
