The Governor's Speech referred to the fact that the Labor Government had been elected by a record poll. Seve-1 ral railways to develop the State's agricultural resources were under consideration, and special attention would be given to bona-fide land settlement. The Speech foreshadowed BIJIs empowering the Government to make advances to people desiring to build homes, to alter the constitution of the Public Service Appeal Board, to enable the weekly half-holiday 'o be determined by the electors, to reduce Ministerial and certain Parliamentary officials' salaries, and establish a Court of Criminal Appeal. LAND AND FEDERAL TAX. Received November 2, 10.30 a.m. MELBOURNE, Nov. 2. The Commissioner of Land Tax has prepared a report showing that land values were maintained' or increased in all the States during the currency of the Federal tax. TO PROMOTE AVIATION. Received November 2, 10.30 a.m. SYDNEY, Nov. 2. A syndicate has been formed in Sydney for the purpose of promoting aviation. SCENE IN PARLIAMENT. MELBOURNE, Nov. 2. In the House of Representatives an uproar was caused by Mr Moloney threatening to pull Mr Kelly's nose. Mr Kelly replied: "You're a contemptible cad!" Members kept the two apart.
