Gibson-Carmichael) at the opening of the State Parliament to-day will promise land tax and compensation bills, a proposal to reorganise the railway and tramway systems of Greater Melbourne and an extension of the labor bureau to the country.
His Excellency will also announce the re-opening of the beet sugar factory at Maffra (Gippsland), farmers having arranged to plant a sufficient area of beet for its supply. ROUGH WEATHER. Eeceived July 6, 9.35 a.m. SYDNEY, July 6. The Union Steam Ship Company's Warrimoo (which was to sail for New Zealand on July 9) has been delayed by rough weather. FLOOD WATERS. Received July 6, 8.50 a.m. ADELAIDE, July 6. Floods at Kangaroo Island (at the entrance to the Gulf of St. Vincent) have caused great damage to the new-ly-sown crops and numbers of residents have been compelled to abandon their homes. INSANITY IN NEW SOUTH WALES. Received July 6, 8.50 a.m. SYDNEY, July 6. The report of the Inspector-General of the Insane states that the cases during 1909 totalled 5934.
