The Legislative Council last night negatived tho indemnity clause of the Chinese Bill by 31 to 5. A new clause in lieu thereof was inserted, indemnifying Government for all acts since May, provided that no person is deprived of the right of free action before the passing of the Bill. A rumor current some days since to the effect that a number of Chinese had landed at Twofold Bay proved to be unfounded. The rumor probably' arose out of the fact that a number of Chinese diggers from Now South Wales had crossed the border into Victoria. The police have been instructed to prevent this occurring again. Dr Black of Dunedin has accepted the Presidency of Chemistry and Mineralogy Section of the Australian Association for the advancement of science. The scheme of military defence, about to be submitted to Parliament, includes such a complete system of submarine defence that it is believed it will be absolutely impossible for hostile vessels to gain an entrance to the harbor. Melbourne, June 7. After exhaustive experiments, the Railway Commissioners have finally determined to fix the Westinghouse brake on all the Victorian railway.
