Per Press Association. Auckland, Dee 10. News from Apia, in Samoa, states that u »e town is sf'l occupied with armed forces by the Germans. It appears that at the conference held at Washington re Samoan affairs, Germany asked for mandatory powers for five years. England was in favor of this proposal, which wus so strenuously opposed by America that the e inference broke up without any result.
