The Board of Enquiry in connection with the Windsor railway accident is satisfied that the accident was caused bv a mistake of the boy Blackburn, who was in charge of the signals atPrahran, in allowing the express to pass when he had not received notice of the line being clear from Windsor. Inas much, however, as the boy is only a probationer, the Board did not feel justified in holding him responsible, and places the primary responsibility upou Gcdgc, the statiomnaster at l J rahran, for leaving the boy Blackburn in charge while he was not competent.
