The Standard states that Mr Gladstone is willing that the powers of the proposed Irish Parliament should be confined jo dealing with certain specified subjects. It is announced that Lord Cross has re-considered his decision to resign and has consented to retain his position as Secretary of State for India. It is stated that Earl Carnarvon will succeed Mr Edward Stanhope as Secretary of State for the Colonies.
