I am glad to report that Mr George Witney has turned up safely. As predicted, the recent heavy weather had prevented him making any progress down the Sound, but he has now arrived at Port Ligar all right and thus a’layod any anxiety about his safety. I hear the Government have subsided the steamer Jane Douglas to make a weekly trip from Wellington to Havolock, thence to Nelson and back by the same routo, carrying a mail both ways. This is exactly what is required. No belter programme coil'd possibly be arranged to serve the combined interests of the district, and any reasonable amount of subsidy will be well spent. Then if the Government proclaim tho Village Settlement Act in force over all lands in the Pelorus Sound (not under lease or license) they will have dono more to open up that long neglected portion of the country than any previous Administration, and will both deserve and receive the thanks of the whole community, The steamer should be bound to call both ways at not less than three central places and leave a mail j say Bulwer the fishing settlement, Homewood, and the mouth of the Keneperu Sound. This would soon foster and induce settletlement, as people would soon recogniso these places as depots and make their arrangements accordingly. I firmly believe that after tho first twelvo months the trade would be so firmly established that no further subsidy would be required.
