ARROW BOROUGH COUNCIL.

-The ordinary monthly ‘meeting of the Arrow Borough Council was held on Tuesday evening last. Present— His Worship the Mayor (Mr W. H. James). Crs. J. Jenkins. J. H. Douglas. W. B. Gibb, W. J. Shaw and T. A. Johnston. The minutes- of previous meeting were confirmed outward correspondence approved and inward received. P. J. Mcßride made application to transfer Borough section 7. block 22, to Mrs Isabel Margaret Dennison — Granted. Lang and Paterson, solicitors. Dunedin. advised the council that sections 1 and 2. block 11, town of Arrowtown, had been transferred from James Speight and Co. (as mortgagees) to W. H. James.—Deceived. A. F. Griffin, clerk Lake County Council, wrote stating that at the July meeting of the council consideration was given to the Southland Hospital Board's 191.0-41 levy for expenditure of a capital nature. From a- perusal of the estimates for the past few years- it would appear that quite a large proportion of the capital expenditure is for work of a definite capital nature ..and in the opinion of the Lake County Council this- should be met by loan instead of by levy. Tlic system at- present in operation of carrying out capital works- from levy has little to commend it from a ratepayer's point of view, and it does seem perhaps unreasonable to apparently lessen the load on posterity at the expense of the present generation. —It was decided to support the Lake County Council's proposal that capital expenditure should be met by loan instead of levy. The Under-Secretary. Department of Internal Affairs wrote forwarding a booklet entitled “Emergency Precautions Scheme for Rural Localities,” which it was recommended should be adopted by the council.—‘Crs Douglas and Shaw were appointed a committee to ascertain what portions of the booklet were applicable to the Borough. and report to next meeting. Tire Minister of National Service wrote regarding formation of Emergency Deserve Corps, and stated that a meeting of representatives of local bodies would be held in Invercargill to go into the question.— Deceived. The secretary Dunedin branch N.Z. Crippled Children Society wrote asking for assistance in maintaining the Society’s efforts during the period of war.—Held over till next meeting. Cr. Douglas moved the motion of which he had given notice—That the resolution fixing the charge of 4s for the Hall for -evening .physical culture classes be rescinded. —Seconded by Cr. Johnston and carried. Cr. Douglas proposed. Cr. Johnston .seconded —That in future the charge for the Hall for physical culture and alii sports bodies be 2s each session. —Carried. The clerk was instructed to give final notice to property owners who had failed to have overhanging hedges trimmed. Deference was made to the voluntary work of Mr A. G. Beale in repairing and re-installing the town clock, and it was decided that Mr Beale be thanked. The Mayor reported that Mr Pryor Public Works engineer. Alexandra had made an inspection of the Ballarat comer, and had made suggestions regarding temporary improvements-. which would be carried out. Cr. Douglas suggested that the appearance of the section at the Ballarat corner could be improved by the planting of shrubs, which, he thought, could be obtained without cost t'o the council. —Left in the hands of Cr. Douglas, with power to- act. It was decided that the necess‘ary timber be procured for repairs ,to the cemetery fence. It was also decided that in future the depth of graves be 4ft and 7ft instead of 7ft and 1-Oft as- at present. The Library committee was granted permission to donate surplus books to military camps. Accounts amounting to £lO5 17s 6d were passed for payment .
