The hon. member for Waikouaiti appeared early in his place in the Provincial Council on the sth iDst The minutes of the last meeting of Council having been read by the Clerk, Mr. Vogel objected to an expression contained in them to the effect that he had offered an apology to the Chairman of Committees for having stated that " he had been guilty of a dodge." He denied having made any apology. The minutes were altered and read —" the hon. member offered an explanation, and expressed his regret at having used an expression which reflected upon the Chairman, of Committees." Mr. Vogel then "explained" his conduct on Friday night. He admitted having used the word " dodge," but maintained that it wa3 not unparliamentary; he submitted that the Speaker had no power over him outside the door of the House; that the Speaker had been guilty of a breach of privilege towards him, in ordering his name to be called outside the House; that he had appeared in his place, not because he was legally bound to do so by the communication he had received from the Speaker, but out of the personal respect he entertained for the
honorable Speaker, and from a sense of duty I to his constituents; and that as the House had I been guilty of a breach of privilege towards j himself, he expected to receive an apology. | At this stage of the proceedings all strangers j were requested to withdraw, and on the doors I being opened, it was found that, on the mo- ' tion of the Provincial Secretary, a vote of censure had been passed upon the hon. member for Waikouaiti. We were told so, but no one could have imagined this from the most perfect air of innocence with which we saw him a few minutes afterwards, lecturing some hon. gentleman about " wasting the time of the House."— Dailr, Telegraph.
