During the debate ■ in. tho Chamber of Deputies on the foreign policy, tne ex-u ar Minister M. Andre Lofovre, explained that his resignation was mainly due to the Finance Ministry’s demand for cutting down tho army estimates, with which he did not agree. He asserted tluit Germany was trying to reconstitute her armaments, as w r as shown by the fact that she still possessed tens of thousand!; of machine gnus, millions of rifles, and a number of field guns. Germany was also concealing eleven hundred., gun breeches in secret depots, whilst not a single model had been discovered of the two latest machine gum; (one of which was capable of firing 1500 shots a minute), anti-aircraft guns, and another gun intended to he used for firing on trenches from aircraft. M. Lofovre asked for the maintenance of the military forces which wore indispensable if the barricade between Germany and the Bolsheviks was to be kept up.

(Received December 28, 9.85 p.m.) PARTS, December 28 The Council of Ambassadors decided to refer to their Governments the German Government’s refusal to dissolve and disarm civic guards in Bavaria a.nd East Prussia. Marshal Foeli attended the Council. (Received December 28, 10.30 p.m) PARES, December 27 Tho Ambassadors’ Council considered the protest of the Inter-Allied Commission at Berlin against the refusal of Iho German Government to carry out disarmament in those regions whore she was permitted to maintain anti-Sparti-cist forces. The Council considered the matter too grave to settle, therefore decided tu. submit it to the forthcoming Premiers’ Conference, at Nice.
