A White Paper contains proposals for a new constitution for Burma, under which the title of Viceroy of India will be altered to that of GovernorGeneral of India and Burma. A wide extension of the local self-government of Burma is contemplated by means of principal committees. The Burma Legislature will consist of ninety-two elected members, .thirty nominated members, and six ex-officio members, while an Executive Council of six will he divided into three committees, dealing with home affairs, finance and development, each committee containing one official and one non-official member.
