BERLIN, October 23.

The National Assembly, committee investigating responsibility for the war examined Count Bernstorff, who declared that President Wilson’s peace efforts were sincere. ' The German Government frustrated them. There was a sensation when a member read the ex-Kaiser’s telegram, in January, 1917, stating that he didn’t care a rap about Wilson’s offer.
