Mr Schwab, in the course of a speech, said,:—The Emergency Fleet Corportttion will complete the thirteen million tons of merchant shipping contracted for, which will give the United States the largest merchant marine in the world. We are not building for speed, he said, but for economic permanency. Mr Schwab announced that 500,000 stons of merchant shipping will bo completed in October.
