General Liman von Sanders lias already conferred with the Kaiser, and the latter will shortly presido at n council of war, to which Field-Marshal von Hindonburg and General von Ludendorff have been summoned. Field-Marshal von Falkcnhayn will probably re tiro. AMERICANS’ FORTUNES PROSCRIBED. AMSTERDAM, November 23. Tho Gorman Chancellor, as a reprisal, has decided that the fortunes of American citizens in Germany shall be proscribed, including shares in German companies. The measuro does not apply to Americans residing in Germany.
