The Emperor states that he proposes to establish a eor" f ,itution.al monarchy, to enll Parliament together as soon as possible, and to pardon political offenders.
SAN FRANCISCO. July 3.
Tli e Chinese Republican, headquarters announces that the Chinese will raise five million dollars to restore the republic in China. The collection of the money will begin immediately. The Chinese here refuse to believe that Li Yuan-hung has announced allegiance to the new Emperor.
CIVIL WAR COMING. Australian and N.Z. Cable Association. LONDON. July 3. The '' Morning Post's " Tientsin correspondent says that civil war is inevitable unless tho new Emperor retires. (Received July 4, 11.10 p.m.) PEKIN, July 3. f Tho restoration of tho monarchy is likely to have serious consequences. The "opposition parties are actively planning to unhold the republic, and fighting'is probable at an early date.

PRISONER.
Australian and N.Z. Cable Association. (Received July 4, 6.30 p.m.) LONDON, July 3. The "Morning Post" correspondent at Tientsin says that the President is practically a prisoner. He declined to resign except in favour of the VicePresident. The. Premier has been appointed Hsuan Tung's guardian.
