By an Imperial decree all German officers' pay is decreased from October. The War Minister and Commander-in-Chief lose £SO a month, generals £37 10s and divisional commanders £7 10s. Diplomatic circles* state that Herr von Jagow is resigning the Foreign Secretaryship on account of ill-health.
