At the annnal conference of the National Federation of Enginemen and Stokers the president, Mr Watson, deprecated the policy of “down tools.” He said that Messrs Mann and Larkin had led the men to the battlefield disorganised, with empty stomachs and without weapons to fight capitalistic opponents armed to the teeth. In the franchise the workers had a far more effeotive weapon than the strike.
