BOROUGH COUNCILS.

SUMNER, Tho Sumner Borough Council met last evening; present—The Mayor (Mr G. W. C. Smithson) and Councillors Lill, Brewer, Boulton and Rankin. Apologies for absence were received from Councillors Stuart and Barr. The Works Committee recommended that a number of iron fence fittings for which the Council has no use, be sold; also that a pipe should be laid from Head Street to Snell's Bridge, in order to give tho residents of that part a full supply of water. The recommendations wero approved. The Finance Committee recommended that tho balance of the annual grant of ten pounds should be paid to tho Sumner Volunteer Fire Brigade. The report was adopted, i The town clerk reported that he had interviewed Mr Hobday in connection with tho right-of-way conecting Monck's Bay Spur with Mount Pleasant Road, and that Mr Hobday was quite willing that tho right-of-way should be taken over by the Council if thero was no obstacle in tho way. The town cleric added that apparently the position in the matter was on all-fours with that of tho Richmond Hill walk, which, under the existing _ law, cannot bo dedicated to the Council, the width being insufficient. The report was received. The town clerk reported concerning the military reserve at Evans's Pass, stating that in February 1911, application had been made to have this reservo vested in the Council, when it was found that the area in question was pormanantly set aside as a powder magazine site, arid its purpose could not be altered without special legislation. The land embraced in tho area known as the Lagoon, at Taylor's Mistake, was under the control of the Council. Tho report was adopted. Tho New Brighton Borough Council wrote that it had resolved to unite with Sumner and Lyttelton in order to secure representation on tho Christchurch Domains Board. Councillors expressed the opinion that some mistake had been made, and that New Brighton should co-operate with Woolston. Councillor Barr was appointed a delegate to tho Municipal Conference at Wellington. Mr E. Denhara wrote acknowledging his appointment as representative of the borough on the Board of Governors of tho Technical College. A deputation consisting of Dr Gosset and Messrs White-Parsons and S. G. Unwin, representing tho Sumner Beautifying Association, waited on the Council, asking permission to plant trees along the roadside opposite tho School for tho Deaf, and asking permission to use Day's section for a nursery. The Council decided to grant tho necessary permission. The financial report showed receipts since the previous meeting to have been : £l2O 15s, expenditure £lls 2s 4d, and debit balance on the general account £385 4s. Accounts to the amount of £344 wero passed for payment.
