Colonel Seely’s memorandum on the War Office Estimates admits a deficiency of eight thousand men in the infantry, though the total establishment shows an increase of eight hundred, accounted for by the growth of the aerial wing and increases of garrison artillery. He states that the position of the Territorials is improving.
