United Press Association— By Electrio Telegraph—Copyright. PERTH, Juno 28. Parliament Las opened. The Governor's Speech foreshadowed liberal assistance to mining development, purchase of steamers for the northern cattle trade, and the erection of State abattoirs, extensive railway construction, extension of Fremantle, Albany, Btinbury and Geraldton harbours, and an amendment of the liquor law providing for complete local option. Tho Minister of Works, in a statement, said that an official report on the Fremantle graving-dock showed that the position was so serious that the Government had decided to abandon the present site and submit a new scheme, providing ample dock accommodation.
