A message from Mexico City says that Emile Gomez, a Mexican lawyer, has been proclaimed provisional President of Mexico by General Orozco. The provisional capital is now Juarez. Tho appointment was made chiefly in view of its effect on the United States, which is expected to recognise the belligerency of the rebel .movement.
