Speaking at Eastwood. Mr M’Gowen announced that the Government intended. to push on the duplication of many railway lines, and £2,000,000 had been ear-marked for tho purpose. Mr Levien’s motion reflecting on the Speaber was tho first business before tho Assembly. The atmosphere was electric. Before the motion was introduced Mr Wood asked if it would bo discussed free from any restrictions by the Chair. The Speaker asked Mr Wood to withdraw and apologise. Mr Wood disclaimed any intentional or personal offonsiveness. The Speaker held that it was not a question of personal offence but offence to the House. Mr Wood declining to withdraw was removed by tho Speaker’s order. The Opposition showing strong resentment, the Speaker cautioned two other members. . t Mr Lovien moved his motion. (Received February 26, 11.10 p.m.) Mr Lovion took exception to the manner of Mr Willis’s appointment. He said he did not think that any Government in this or any other country would allow tlie chair to be occupied under similar circumstances. Mr Levien said that he, an Independent, had been offered and had refused the chair. Mr Willis, a Liberal, had accepted it under conditions which made his oocupancy a matter of sorrow. Mr Willis had not occupied the chair with the dignity necessary for the position. Tiro essentials were impartiality and fairness and common justice. He had not been impartial, fair or just.
