KING LEOPOLD AND GERMANY. United Press Association— By Elootrio Teiegfftnh—Copyright. LONDON, January 24. The "Pall Mall Gazette" publishes a statement that the late King Leopold of Belgium was so exasperated and alarmed at the humanitarian agitation concerning the Congo that "ho appealed to Germany for protection, aftd agreed to the invasion of France through Belgium. This plan, after the death of King Leopold, fell into hands which communicated it to France. The correspondent declares that experienced chiefs of the diplomatic services of the Continent believe the rumour to bo true.
