TO THE EDITOR. Sir, —I am a resident of St Albans, and every Wednesday night a horrible and loathsome tumbril trundles down our thickly populated street. As it pauses and passes, the air reeks with the polluted stenches arising from it. So malignant are tho stenches that at any time a pestilence might bo disseminated among the people. The ghastly horror is a, perfect iniquity, but it continues, and will continue till the people rise in revolt against it. We pay our drainage and sanitation rates, and the condition of our drains and our sanitaTy methods are a burning disgrace to citizens and councillors alike.—l am, etc., ST ALBANS.
