Bent, the Victorian Premier, had a long interview with Mr Winston Churchill respecting State rights. He intends to see Lord Elgin on the same subject. Mr Bent's new agreement with the London and Westminster Bank will come into operation on July 2. The cost of management of the finances of •Victoria has been reduced to £l5O per million, thus saving annually £4OOO, while the determination of the agreement with the bank has been re-

duced to half a crown per cent, saving £37,000. Tho rate for conversion has also been reduced to half a crown pev cent.
